How To Convert A Foreign Pilot License To An FAA Certificate

Private Pilot (PPL)
The Federal Aviation Administration (FAA) provides a straightforward process for converting a foreign-based Private Pilot license. According to [14 CFR 61.75], a foreign pilot who holds a private pilot license can convert it to an FAA Private Pilot Certificate with just a few simple steps. All aircraft ratings listed on the foreign license will also transfer, and the best part is that there is no additional testing required!
Instrument Rating (IA)
If you have the foreign equivalent of an FAA instrument rating, [14 CFR 61.75(d)] allows you to convert it to an FAA Instrument Rating after passing the FAA knowledge test. This process does not require a check ride, and the knowledge test can be completed up to 24 months before applying for the conversion. This is a valuable option that many flight schools aren't familiar with.
Commercial Pilot (CPL) & Airline Transport Pilot (ATP)
The process for converting a Commercial Pilot or Airline Transport Pilot license is more complex. The FAA will only grant a Private Pilot foreign-based certificate initially. To obtain these higher-level FAA certificates, a foreign pilot must first convert their license to an FAA Private Pilot certificate and then complete the required training for a Commercial or ATP Certificate. This involves passing both a knowledge test and a practical test, as well as meeting all necessary aeronautical experience requirements. Fortunately, foreign flight hours are considered valid, so you may only need the required training from a Certified Flight Instructor, which for a CPL is 20 hours as outlined in [14 CFR 61.129(a)(3)].
Step-by-Step Instructions
Foreign pilot license verification: The first step is to have your foreign pilot license validated by the FAA. You can find the application on the FAA website. The FAA will contact your home country to verify your pilot license and send you a verification letter. This process can take up to 90 days. Once you receive the letter, you have six months to complete the conversion process. It is important not to let this time lapse, as it will require a new verification.
Contact our school prior to arrival: Before arriving in the United States, or ideally beforehand, we will schedule an appointment with a Designated Pilot Examiner (DPE) who will review your paperwork. You will need the following:
Completed Airman Certificate Application (FAA Form 8710) online. We can assist you with this!
Proficiency in speaking, reading, and writing English fluently.
A current FAA medical certificate (at least 3rd Class). We can help you find an FAA-approved doctor!
An instrument rating knowledge test if you wish to convert an instrument rating.
The DPE will issue you a temporary certificate, which you can use to fly, and then a plastic license will be mailed to your address.
Continue training for a CPL or ATP: If you are not a U.S. Citizen, you will need to complete a TSA background check before beginning training and obtain the required visa. Once approved, you can start training for a commercial pilot license. If you already have a foreign commercial pilot license, the training will be quicker, as you will likely meet most of the requirements.
Don't forget to take the written test! It is advisable to prepare for the written test before coming to complete the training, as it will save you time and reduce stress.
